Im flying a 1968 Champion 7ECA with a Lyc O235-C1, the POH calls for 2800rpm, but I can only get 2400. The prop is standard. Is there an alternate power table?
 
Are you talking about static rpm? If you are getting 2400 rpm static rpm that is high. Must be a flat pitch prop. Search for and download TCDS A-759. It will give you the min and max static rpm for different props.
 
My tachometer is marked up to 2800 rpm on the green arch, but on run up before take off only goes up to 2400 rpm, the POH calls for 2800 rpm for a 90 % BPH, with the same propeller that I have
 
I don't know what prop you have, but 2400 static rpm is high. I had a 46 prop on my 7ECA with the C1 engine and my static rpm was around 2225. When repitched to 43 I got 2325 static rpm. Static means full throttle when the aircraft is not moving.
You will not get anywhere near 2800 rpm static. Check the TCDS for the static rpm range for your prop. The operators manual will not give you static rpm.

I also get around 2400 static RPM at the start of the take off roll. If you fly in level flight and leave the throttle full open, as the plane accelerates the engine will run at higher RPM and eventually hit the 2800 RPM limit. My '68 7ECA will do almost 120 mph when the engine eventually reaches max RPM.

Ok thanks, I will check that next flight, I do have the standard 1C90 type prop 72 in long
