Are inspection rings required? I have found an inspection cover without a ring. Looks like it never had one. Best process for adding one?

Make a metal ring. Cut it in one place so you can get it in the hole, then carefully glue it inside with Poly Tak. Clamp for 20 minutes. Glue a standard plastic ring outside, either with Poly Tak or Bargs. Clamp that for 20 minutes.

Get a cheapie Aircraft Spruce domed plate, bend one of the springs up so you can easily insert it. Use great caution if there is a fuel tank above the bent-up spring. Or just use the one you have if it works ok.

Insert it on a 45 degree angle, and drill/tap for a #4 sheet metal screw on the leading edge. Done.

Bob nailed it best advise for this situation ! I'd add the best clamps for this op are the wing levered paper clips made for stacks of paper.
And if you're going to put the plastic ring on the aerothane sand the aerothane off before using polytack or just use pliobond.
