Anyone have any tips on how to finish the fabric here? I travel sometimes and aircraft gets rained on, so I would like that area to be watertight.

I will look. Mine was done by an expert.
Super Cubs have a rubber doily - we think it is a John Deere part. It can easily be duplicated with a sheet of fuel-resistant rubber. Just make the hole slightly smaller than the filler neck.

The wing tanks on the Champ have the fabric extending up the filler neck, glued and a band clamp over that...

Another possibility is a cockpit cover from Bruce's Custom Covers. They make a nice one that covers the windshield, skylight and extends out to cover the gas caps. Waterproof, lined and wide straps.
