I am looking for anyone who has added skytec starter to 7eca with O-200A engine. (Copy of 337 to install push buttin switch in 7eca airframe).

You are not permitted to submit a 337 for a minor alteration. The Skytec STC does go on a 337, but all you have to state is "installed Skytec starter per STC SE (whatever). Weight and balance and equipment lists updated." Not even sure that second sentence is required.

Does that make the engine need authorization to be on airframe after alteration?

i did a log entry.

"Installed Sky-Tec 71001 Push button start switch assembly and wiring as per AC 43.13-1B Paragraphs 11-31, 11-32, 11-69, 11-96 and 11-99."

But I am not your IA.

The problem is that the lawyers get ahold of this stuff and add complications. In the first place, I believe the 7ECA is already approved for the O-200, and probably already has a starter switch. We can check that with Bart's handy links:

Yes. Item 111(d) is a Delco Remy starter, so your aircraft is approved with a starter-equipped O-200. If it was in all cases a pull-type starter, your push switch is indeed an alteration. However, there is no stretch of the imagination that can make a push to start switch a major alteration. Log book entry.

In the olden days an inspector would have been obliged to turn you down if you submitted a 337. Now you can submit anything you want on a 337, and the only person that would care is a knowledgable mechanic. The FAA doesn't check them.

I see major alterations all the time where the IA approves the data. Cannot do that.

All the O-200 7ECA's had the Pull Starters.
The engine required an STC due to the modification required to install the SkyTech starter. (pinion pin cut off).
I did a log book entry for the switch installation.

I think it is the starter itself that requires the STC. Not sure why the newer starters couldn't be PMA, but it is probably the same idea as when you go from earlier wheels to Clevelands. Cutting the pilot is surely a minor alteration.

I have so far cut two of them. Pain in the neck - took all day. Others just grind them off - takes two minutes, but allows carborundum to get into the engine.

Here's the little detail that bothers me - one of my B&C STC starters was moved to a different engine. I called the factory to ask about changing the paperwork, and they said "don't worry about it; it stays with the airplane." Still, it is an STC SE, not an STC SA.
