7AC Champ with worn rudder hinge

The lower hinge on my 7AC is somewhat loose. I believe I can buy a larger hinge to weld on that accepts bushings to tighten it back up. Has anyone done this? Can it be done without having to reskin the rudder? Is there any other options? I need to do it before the next annual inspection.

They used to make oversize bolts. Might try that route. Really difficult to get a good weld right next to fabric without totally destroying the fabric. Aerosol shaving cream can help.
