I have sort of a love/hate relationship with the IAC, often frustrated with their anti-grassroots, high performance orientation that regularly manifests itself as Sportsman category creep. Last year's proposed Sportsman sequences were a good example, see Laszlo's post. The final sequence was way toned down after people, including me, complained they were literally not following their own category rules.
The way this works is that the Sequence Committee picks the next year's sequence. They make their own or take member proposals, publish them for 30 days for comment, then decide. I've submitted one this year based on a previous year's (2009). Fair warning- it's not particularly easy. My point- let the grassroots crowd be heard, and give them some proposals you think work well with Decathlons or even Citabrias.
The process & criteria is in the IAC Policies and Procedures Manual, PP229.
If you make it too easy, they won't use it. I don't think it's mandatory, but there is a convention that Sportsman has no snap rolls (because Decathlons). You can, by the way, even propose a new Primary, AFAIK there's no requirement to use the same one every year. They just don't care enough to change it. See PP229 for rules.
