blistering on cowl

Hello...I'm a brand new Citabria owner. The shop that did the pre-buy over tightened the cowl and blistered up the paint at the screws. I'm a total newb at all of this. What do you all think I can do to make this look the best? Think I can buy some nylon washers and paint them to match and fix it that way? Or maybe just suck it up and realize it's a plane. The guy I bought it from did a great job restoring it, so I was really hoping to show it off for him at a show or two but now I think these little things might make it not as show worthy as previously thought.

nylon washers will certainly help but the damage is done for those two you posted, I'm sorry to say
 
Nylon washers might have helped but then they would stick to the finish and eventually peel off.
The problem is in the finish - poor prep.
As suggested, countersink the holes and use SS OD washers and flat head screws.

NOTE: I often reference ACS as a source. There are many other sources also.
