Couple things
When a manufacturer makes a part specifically for someone else, there is an agreement to not undercut the arrangement. Pretty sure Grove makes all the landing gear parts for ACA, Legend, and Cub Crafters, and I think Husky as well. If Grove then PMA'd those parts and sold them at a huge discount, you can see that somebody might get upset.
It is difficult to get a Field Approval for a component that is already available under an STC or from the manufacturer. You actually have to be a little underhanded or have a very pliant inspector.
I have no problem getting Field Approvals for stuff that is not available from an STC holder or the manufacturer. Case in point - I hold four field approvals for the Grove 95-1 and 95-2 master brake assemblies. If ACA decided to offer them as heel brake options for Champs (not likely; there is a better solution) then my PMI would not allow me to just buy them from Grove under a field approval.
