Rib reinforcement tape

Is there something that I am missing? Removing fabric from a 7GCBC and the reinforcing tape is under the fabric. Between the rib and the fabric rather than on top of the fabric

Is this the way it came from the factory or has there been a recover since the factory ? It defies the logic and the standard of having the reinforcement tape on top of the fabric for maximum tear strength under the washer. Did you find it done this way on every rib on both wings ?
 
Like Eric said, it isn't supposed to be done that way. First a protective layer of tape is applied, then fabric, then the reinforcing tape, rivets, then the finishing tape over the top of everything.

It’s been recovered at least once because they didn’t remove all the old fabric when they recovered it. There is fabric with orange paint under the current fabric. Its this way in all ribs and on the ailerons

Protective tape, as in the white athletic tape that you use on other sharp corners and protrusions?
 
people use all sorts of different tapes, I like the strapping tape for holding packages together but you may have to follow the methods laid out in whatever system you are using. the reinforcing tape used by the factory is a fiberglass tape, there are details of it somewhere around here.
