Adding inspection holes

that contradicts what I posted above from the manual about Nitrate being better at sticking to the fabric. Wouldn't the base coat from Bellanca be nitrate and wouldn't I want to do a first coat of the doily layer with Nitrate?
Yes, it would be best. Be sure to remove all the butyrate first.
If you wound up soaking the base fabric, nitrate would be mandatory.

I think Super Seam is nitrate based. Use that on the bare fabric, then butyrate.

If doing an entire panel, of course nitrate first.

As to the inquiry, if the incident is a lost inspection ring, I think I would respectfully decline to participate, no matter the "expert" fee.

Regarding the New Super Seam adhesive, do you guys thin it with MEK or use it right out of the can? I was trying to glue the ring and round patch on but the adhesive was drying too quickly. I ended up pulling it off and redoing it with slightly thinned adhesive which worked out a bit better.

Me too, but I use Stitts stuff with a teeny bit of retarder. The instructions say full strength, but I can't see any difference, other than the unsightly brush marks,

I also thin the Poly Brush, but am being more careful lately to get a good layer under tapes. I have had a couple of embarrassing failures recently.
